You can also look into Usenet, which has decentralized servers for all varieties of music, some of it fully lossless. It's always up, doesn't expect you share (not 2P) and downloads fast enough to saturate anything but a Tokyo Internet connection. IRC works, but it's kind of dated and lame, I think.
